I have recently inherited from my father a 1938 Lionel train set (engine No. 229). I operated it as a kid, but the train has not been run in many years. My grandfather had built a control panel box that included a Type V 150 Watt transformer, 2 switch controls, uncouple/unload control, crossing lights, etc. The transformer is working, but all of the wiring done by may grandfather has since dried out and needs replacing. Is there anyone who can walk me through this? I can send pics if required.

Thansk for posting. Glad you are continuing with the hobby rather than dumping it on ebay. You will have much fun with it as you build your layout.
to answer your question, I think its quite easy to rewire your control panel. Heres what I would do: first be sure you can access each termination (end point) where each wire goes. Then have sufficient wire of the same guage that was used. Simply choose one wire remove it and replace with new. Be careful with dual strand wire disconnect a single strand and trace where the other end goes to. Connect a single strand of the new wire to replace the old one. The do the same for theother strand. Be careful you have not crossed the wires. Most likely that would not be a problem anyway as it porbably all AC and does not have polarity.
Just do one wire at a time any you will be fine!
